生平
Flanagan trained as a sculptor and medalist and worked with Augustus Saint-Gaudens. His quarter was selected for the 1932 commemorative issue and then continued as regular circulating coinage.

His Washington portrait is restrained and medallic, paired with a heraldic eagle reverse. The low-relief composition was repeatedly refined by later Mint engravers. Flanagan's portrait remained the basis of the quarter for decades and continued, with modifications, through modern circulating programs before newer obverse treatments.
